The CIA has been impressed by Havoc's devotion to duty and willingness to follow orders. Twice now have they changed their orders in the heat of battle and twice has Havoc followed through flawlessly. After the assassination of the HVTs held in Hue, they're sure to keep Havoc in mind for future Covert, no-flag operations.

Once more, the CIA has enlisted Havoc's help. A C-130 flying over Cambodia and Laos bearing no markings has been shot down by an NVA SAM site. The aircraft was carrying highly classified cargo and its recovery is paramount. Havoc must insert before dusk into Laos in order to find and mark the cargo for recovery, it must not fall into enemy hands nor can it be destroyed. Unfortunately, they'll have to go in on foot due to the risk of the SAM site. The CIA has provided Havoc with gas masks, and their commander with a 'special device' they ensure is vital to mission success. What exactly was that C-130 carrying? What is Project Perses?
