You are perfectly capable of getting the Platinum Relic in this level's Time Trial. However, there is one bizarre quirk it has that is exclusive to this level and only in the Playstation 2 version of this game.

Anytime starting Wizards and Lizards' Time Trial, simply press the Select Button. Crash will automatically be warped to near the very end of the level, right in front of the last Nitro crates. Unless you decide to goof off, for some reason, this will guarantee that you'll get a Platinum Relic out of this level.

Now I didn't save after doing this, because I have a different video that shows me getting this level's Platinum Relic the proper way, anyway (especially for Gamecube and Xbox players). You can see it with the link below:
