Usurping a Duchy Title in Crusader Kings 3 requires a few things. The first is that you have over 51% or more of the De Jure Counties that fall within the Duchy Title that is owned by another Ruler. You cannot Usurp a title that has not been created. The second guideline revolves around faith. If you and the Ruler you are usurping the title from are both of the same faith or your faiths are not Hostile to each other, then you will only need the 51% of the Counties under the title. If the Ruler who owns the title has a faith that is Hostile to yours then it makes it tougher to Usurp. They will have to own no De Jure Counties under the Duchy Title in order for you to Usurp the Title.
