This is a dummied out command called Cry. In the original game it was part of Porom's commands.

Cry makes the user's next turn execute the selected command one more time targeting all monsters. It can be stacked multiple times.

There are exceptions, for example:
* It doesn't work with some commands like white magic, black magic, items, escape, throw, bless, risk strike, and probably a few others.
* Some commands like dance, jive, awaken, steal are not redirected to all enemies; but almost everything else does (even stuff like pray, chakra, blessing are redirected to all enemies).
* It freezes the game if It's used with some commands like Smash and Grab.
* The last execution of the command will go to the intended target instead of all enemies.
