Yeah, it's not exactly enjoyable when your average frame rate is under 10. Granted, Fraps was also running at the time. When I did the initial test w/o Fraps, the average FPS was 10.2. :P

On global low settings on this particular map, average FPS is around 20.

1 GB of RAM
XFX nVidia GeForce 8600 GT
Win XP Home Edition SP3

For what it's worth, this is a 3-year-old system. (It didn't come with the 8600 GT. :P)
