Add to non-danger zone server: sv_ledge_mantle_helper 0

sv_ledge mantle_helper improves success of jump+ducks to windows or vents. Although it still has some clear bugs as seen in the video, setting it to 0 will turn off the feature which was meant for Danger Zone.
