This one gave me a bit of trouble, particularly 2nd phase until I switched to Whetstone. Whetstone made it significantly easier to avoid the train, plus helped redirect the balloon dogs to higher areas so they're less in the way. Final phase also seems like it would be significantly harder without Whetstone since I was able to do considerable damage and only had to deal with one set of penguins before the fight was over.
