I absolutely love anime and would do anything to make such a world, which is why I thought of this question so much.
ive any answers you need to ask yourself how much do you want to be real? What I mean is do you want to be able to feel the objects and people like their actually there or do you want to just see everything like the anime world (basically have it like the matrix where your basically wearing a VR headset forever and a high tech suit that would simulate the feeling of wind hitting your skin and you touching objects.
If you want the second option it would be significantly less difficult since you just need to be rich enough to create some high tech technology
If you want the first option here’s where it gets difficult, if you want to be able to see things exactly like they were drawn in anime, your going to have to have some sort of a VR headset although it doesn’t need to be big and bulky if your a billionaire or at least multi millionaire you can hire people to create some sort of technology that could sit in your eye like an eye lens. It would render a regular looking object (say a tree) into one that looks like it was drawn.
Be aware that there might (and most likely will be) glitches and bugs which will make you see the regular world… so if you were trying to escape reality… You better hire some pretty smart people to create the best rendering you possibly can…

Then your gonna need to think about like magic food, characters and all of these other more simple things.
If you want magic you obviously know magic does not exist in our world.
Your going to have to be very specific so like a fireball about X degrees hot, X size, flying at X speed, conjured at X speed. Once you got all those which shouldn’t be that difficult you can hire a few programs and artists to create them in your VR headset.
Then the characters people have very strange and odd behaviours so your going to need to ask yourself another question
Do you want the people/ Characters to believe they exist in an anime world as well?
Do you want them to be alive and real or are you ok with high tech robots and AI to live with you?
If your ok with AI and robots to be disguised as those anime characters. acting exactly like them. So in other words the characters in this world have no brain or feelings and are just supposed to follow the story line. It will be easy to program and create each character.
But if you want each character to be real (so you could say they have a brain they have feelings and they’re not control by a simple AI) you need to ask yourself are they going to have to follow some specific story line? Because if you want to have both (real characters and have them do specific actions at specific times) your gonna have a lot of trouble doing this.
In the far Future or at least like 30+ years where technology and our understanding of biology is much more advanced you will be able to do cloning in other words (The thousands of scientist you hire) you will be able to clone people making an exact copy of the original person. But you can use this in very complicated science to not only to clone people but to clone organs if you can do so, you can clone each Organ to meet the specific needs of the person, now if you can create all of this assembling all the organs will be difficult but is possible… Creating the exact copy of the character in the anime world. (This is possible) now you will just need to make the person act exactly like the character from the anime world…
Note: you can recreate any organ in our body or say cats body, making any sort of character or creature…
Making the personality:
This part I believe is the most difficult since science is still very unclear of the brain and why it acts the way it does…
The best answer and the most simple way is to make the character(s) to relive all the events that happened in the story or the anime that you saw.
Thismeans that you will need to create and plan out their entire lives, nearly every minute and second will be planes exactly for this you could just make them live in some sort of VR world
Nte: you do not need to plan every second but if the person has for example low self esteem and this is important in the story line then yes you will…eed is not exactly out yet but if you spend some more money and time you can make it happen…
If you can do all of this you can basically call yourself a god since you have the power to create people, lands, events, etc…
You also need to be a little bit more detailed with your question such as what anime, magic, robots vs reality…
And if your just someone who wants to escape their 9–5 job you can buy a VR headset and install a few apps that will make everything look like the anime world.
