Why is it EVERY time I leave my apartment, then summon my motorcycle or car, I get jumped by a bunch of gang members as soon as I enter the vehicle.

I haven't played this game in a couple years and started a new character but it never used to do this, its getting annoying as they are tougher than the Heist mobs were.
