I have received a letter from one of Emperor's agents in this region, Lady Brisienna. I have to meet her in some backwater town to receive intel on situation in Daggerfall. This is a critical and time-sensitive part of main quest, so any player intending to do some part of Emperor's task should try to meet Brisienna immediately. Unfortunately, information that she has is not very useful. I'll have to investigate everything myself.
