Tier Meanings (approximately):
S - Top Tier or Arguably Broken. Excels in nearly every circumstance.
A - Great. Solid in all circumstances.
B - Average
C - Bad
D - Really Bad
F - Never take this subclass
Considerations:
Overall featureset at lvl 20
Leveling curve (most people do not get past level 5/6/7)
Fun-value of play
How interesting is the flavor and how well is it implemented (boring but good vs interesting but bad)
Signature ability?
Balance/Design
Assumptions:
"Average Game" = ~lvl 6, 4-5 players, large amount of time spent in combat
No multiclassing
"Average stats" = ~16-18 in primary stat, ~14 in secondary stat, no higher than 12 in other stats
