This game has a really distracting motion blur effect, as well as an even more distracting motion blur while boosting that makes it incredibly hard to see. A combination of a custom texture and a one-address Dolphin patch completely disables all of this motion blur.

Load this single texture using Dolphin's texture replacement feature, this gets rid of the motion blur around the edges of the screen:

Then use Dolphin's Patches menu and add an 8-bit patch which sets the address 817C843C to 00000000. You'll very rarely see a dim white flash, but that's just the motion blur attempting to activate before getting forced off again.
