So what is this melee momentum useful for?
Melee Momentum makes it possible to chain together techniques that previously reset the hit counter because they were too slow. An example of this would be Imperfect Cell's Illusion Slash after Flying Kicks in BT2, which cannot be chained together without Peak Momentum. Many cancel combos also require Peak Momentum, so this is an important detail to keep in mind while building combos.

However, this also means that characters who naturally charge fast, such as SSJ4 characters, are unable to use low charged techniques on Peak Momentum, actually decreasing their utility. Yes, their fast charge is actually a weakness!

That being said, you can also deliberately decrease your melee momentum using stuff like Ki Blasts or DDCs (as dashing isn't melee attacking and thus, decreases the melee momentum) in order to use the low charge utility inside a combo.
Example: In BT3, if you used SSJ4 Gogeta's Kiai Cannon on Peak Momentum and it was medium charged, you can follow it up with a Perfect Smash + DDC, the Dragon Dashes will decrease your melee momentum enough for you to be able to use the low charged Kiai Cannon in the rush string after the DDC
