The Hillbilly is a mobility killer that can instant-down Survivors by charging at them with his chainsaw, however, the most powerful aspect of his chainsaw ability is the fact that he moves so fast when using it. The instant-down mechanic should be looked at as a bonus, and not something you should always try to use. He can also instantly destroy breakable walls and pallets if he charges them with his chainsaw, which can help speed chases.
