The "Party Contraband Case" can be found at "Beverly Hills" inside Rikky X's house, on the second floor.
To get access to the house and the second floor you have to do two of he's quests.
You can talk to him at "Roxanne’s Place" to pick up the side quests.
His second side quest unlocks after you have completed the main story quest "The Red Mist" at "Blue Crab Grill" in "Venice Beach".
The first quest is "Resurrect the Rex" and the second on is called "The Ballad of Rikky Rex".
Complete booth of does quest to get access to the second floor.
Now that you have done that.
You have to get back to the house and find the Zombie "Party Bouncer".
Kill it and pick up the "Bouncer's Key", head back to the case and grab your reward.
