In the User.txt file you create paste this line:
gmpcr_unlock_frame_rate = True
Make sure you then change the user.txt file to user.ini

Choosing and explaining the best Graphics Refresh Rate option within the game for high refresh rate users (120hz, 144hz) - 3:34
