After doubt had been cast on this, I set out on a journey to prove it wrong. Finally, I personally failed in this following scenario:
1. Have an exalted modifier
2. Have a t2 and a t1 modifier on the same item
3. Attempt to seal the t1 modifier
4. Fail!

It took a long time, but I'm glad it happened. It was told to us by a developer that it was guaranteed -- but now I need to go find my tinfoil hat.
