Symptoms : no boot, black screen./HALT and /RESET pins of 68000 CPU are stuck LOW

Fix : replaced @C101 a bad 10uF 16V electrolytic capacitor (with increased ESR) part of /RESET circuit along with the PST518 voltage monitor IC
