It's Tecmo's Puyo Puyo! This time, blocks can extend their arms out, which can make for longer chains as well as clear garbage. The garbage queue is also a roulette, which you can stop by pressing a button, which prevents garbage from falling on that column. The arcade version also gives players a single bomb that can be used to extend the length of all blocks' arms once.

The arcade version was released in Japan. The PlayStation port was released in Japan and North America, where it got its localized name. The Saturn port is, of course, a Japan-only port. I quite think the console versions are lacking in some ways, especially in the NA version of Tecmo Stackers.
