It seemed like Warner Brothers couldn't decide who they were making this movie for, and their decision were guided by fear of upsetting or alienating people.

They didn't want to make a stand alone Harley Quinn movie without the Joker because of fear that people would get upset. So they called it a Birds of Prey movie. They were afraid the male comic book base wouldn't come out for a female driven movie so they made it R so people would think it was edgier. But we saw first hand, while watching Birds of Prey in theaters, who Warner Brothers and DC should have had in mind when making this film.
