I've tried this on two separate New Game+ saves.
Thanks to the recent update that allows the player to reduce Sonic's air deceleration, you can reach the portal for 1-7 by just boosting and jumping.
This made me notice that the portal for 1-7 isn't locked behind a portal gear requirement like the rest.

Is this an over sight?
Does this happen in any other version?
Does this happen only in New Game+?
Was this a thing since the game launched?
Is this a thing only on certain difficulty modes?

So many questions.
