This is the whole process of getting rid of the HIT and SPD penalties and turn them into benefits. Though I do flub up a lot in the video, that's to be expected. This is a process that does take a little while to do, and it will not work with Carnage Rank 40 Axes. Specifically, all regular Axes can have their HIT and SPD penalties salvaged, and Carnage Rank 1, 2, maybe 3 Axes can be salvaged. Carnage Rank 4-40 Axes cannot have their HIT and SPD penalties turned into benefits because they are too big to be removed.

This is how you do it, assuming you don't have any POP bills available and focus on getting rid of the SPD penalty first...

1. Fill up the Axe with 8 maxed Coaches.
2. Pass 3 Increase SPD a lot bills (each item holds 3 assemblies initially).
3. Replace 3 of the max Coaches with 3 max Marksmen.
4. Go into the item and skip to an Item King Floor.
5. Defeat the Item King.
6. Exit through the Innocent Town.
7. Replace the 3 maxed Marksmen with the 3 max Coaches from before.
8. Pass the Increase SPD a lot bill.
9. Repeat steps 3-8 until the SPD is at 800.

This takes some time to do. For the HIT stat, it doesn't take nearly as long because it isn't as big as the SPD penalty, and it doesn't take as long to get rid of.

As you do this, you'll notice that obtaining Training Bonus will cause those stats to go down, even with 2/3 Marksmen and 6/5 Coaches. But as you pass the bills with all 8 slots filled with max Coaches/Marksmen, depending on what penalty you want to focus on first (preferably SPD), you'll see those stats go up. Just keep at it until you get the 800 on the HIT and SPD. And once you do, you can finally maximize the item normally.
