Disgaea 7 - Unlocking SO Seal with any character, even Level 1! Lots of DLC and stuff needed tho :(
5Errors in video:
1) I said you don't need Usalia. I am 100% wrong on that. You do need her!
2) Left Baal is a problem b/c Yoroi-Doshi doesn't work as the damage is less than 10% of his HP, not b/c of reflect damage.
Here is the strategy I am using to unlock SO Seal on all my characters. You do not need any class mastery, extracts, Seal of Power stats, nor reincarnations for the character you want to unlock SO Seal on! But you will need a lot of other stuff to make up for it...
Fuji/Your Baal Killer:
Weapons/Equips:
Doesn't matter much, though you DO need a 100,000-HL Chip available to swap in mid battle!! Anything with some boosted Move is strongly recommended. Just ensure you can 1 shot Baal. I had 75M for this about but you can probably get away with less.
Evilities:
-Assault Attack (Valkyrie)
-Head to Head
-Panel Blaster
-Infinite Reincarnation (Zed) - Ensure you get the full boost from this!
-HL Power (Seraphina)
-Vital Strike (Fuji)
-Long Range (Rifle Demon)
-EM Barrier (Pirilika)
-Aggression (Evility Scholars Squad)
-Still Standing (Heavy Knight)
-Weapon Researcher (Nitra)
-King's Dignity (Dragon)
-Ensure Victory (Samurai)
-Gender Bender (Evility Scholars Squad) - Only if Female killer
-2 leftover slots for whatever your little heart desires

Weapon: Any Sword/Netherworld Wars for Suisen (or anything with boosted Move for Suisen)
Gear: Doesn't matter except for Suisen, he needs 3 Vernier Thrusters at minimum with boosted Move

-Lovely Song (Sea Angel) - Not every character needs this unless your stats aren't quite there!

-Sword/Monster Weapon with at least 1-2 boosted Move
-Barefoot X (with +Move)
-2 Vernier Thruster (with +Move)
Wickedhancements:
HP Up, Def Up, Res Up
Squads:
Fuji should be in Jumbifications Squad. If you have an extra character with 20 slots that you aren't already using above, give them Hyperfocus and put them in the Jumbifications Squad.
SO Seal Strategy:
1) Send out your Mascots, including Usalia, along with Plenair, Pirilika, and your Baal attacker.
2) Activate Usalia's Hell Mode (fully charge Plenair/Pirilika).
3) Activate Pleinair's Hell Mode for Attack power boost for allies.
4) Move Fuji/Baal attacker to the center of the stage and move a Celestial Host next to him/them. Use Valkyrie Order on Fuji/them and then move him/them the remaining panels to reach at least 20 panels. Activate his/their Hell Mode, if possible.
5) Jumpify Fuji behind the base panel.
6) Return all the Mascots back to base panel (leave Plenair out).
7) Bring Melodia out first and place her on 22, 37. Stack Plenair on top of Melodia.
8) Bring out Suisen and place him on 21, 37.
9) Bring out and stack Bieko, Rozalin, and Artina on top of Melodia.
10) Attack the right side Baal (the revival one).
11) Use Passion Approach with Melodia on Fuji/Baal attacker.
12) Swap out one of your equips for an equip that contains Play a Game property (like 100,000-HL Chip).
13) Attack the Baal directly across from you (the attack upon entry one). Baal and the nearby enemies will survive with 1 HP.
14) Bring out your Maiko (if you haven't already), place on 20, 37 and use Encouragement on Fuji/Baal attacker. Swap your Play a Game property item out!!!
15) Attack the last Baal (reflector). Fuji will die from reflect damage but the Baal and nearby enemies will go down.
16) Bring out your SO Seal Unlocker. Have them move as close to Baal as possible (as long as a Normal Attack is within range, you're good!). Move Suisen next to this character.
17) Attack the last Baal and unlock SO Seal.
18) Move Suisen back near the base (or in the base). End turn. Your SO Seal unlocker will die as well as your Celestial Host. This is ok!!!
19) All of your characters will due from Merciless Command, but that's still ok! Your Maiko will survive. Put her back in base, bring out Pirilika, and revive your entire party.
20) Clean up using your best attacker/Fuji. **Note: You cannot use Encouragement or Passion Approach this turn since you were revived!**
If you need an additional turn, which you likely do, just have someone throw Fuji/your best attacker out of the way of the enemy. Their Move is low and attack ranges are fairly small also.
Last notes:
-If you have at least 1 Swing About, you don't need Celestial Host for this method. You can get 1 Swing About guaranteed on Sea Again's Sheath item that you can get in Item World randomly when progressing to Innocent Town. Speak with him 3x, he gifts you the item.
