2Bellegar loves playing pranks on unsuspecting victims in the valley, and he strikes again, this time on yourself. It becomes clear he's done this particular prank a number of times...
Also, there is a chest with the level 14 one-handed hammer in the Defenders of Aleroth set. You can grab it now after he sends you "flying" here, or you can grab it later once you can turn into a dragon and can fly.
This place you land is also where you find Dr. Needleman's Storage, but you'll need to mindread him, which can only happen after you've unlocked your dragon form as he has a protective helmet before then. Dr. Needleman is found helmet-less at the very top of Lovis' Citadel Towel.
