Dolphin increasing gameplay speed under odd conditions.

Standing adjacent against the left side of the post behind the save block while holding Tab down allows the emulator to increase the VPS above 100%, up to 120%. Walking away from the block results in the VPS dropping to 100% with minor fluctuations up to 102%. Vsync is enforced by only the display driver (and I guess also the DWM). Without holding Tab the VPS correctly maxes out at 100% in all areas of the game.

I discovered this anomaly while trying to figure out why the gameplay speed can not be increased like I expect it to when holding Tab. It feels like the Turbo function is artificially limited to 122~% VPS while graphics are present on screen and only at certain places in the game, it doesn't feel like I'm hitting a computer hardware performance limit. Company logo's for instance are hard locked to 60FPS and 100% VPS even when holding Tab.

Is the Turbo function (removing the Speed Limit cap by holding Tab) NOT meant to be a general purpose of speeding up games? Like is it not supposed to do something similar to holding Tilda in ZSNES?

CPU temperature is fine (never goes over 50 Celcius) and the GPU is barely utilized according to GPU-Z (very low load on the GPU & Memory Controller, less than 300MB of VRAM utilized)
