We've reached the point in the game where the devs have realized that they have nowhere else to go: they have to start throwing bad guys at us in ridiculous numbers. Just giving us a few bad guys with large health pools wouldn't be satisfying; instead, we have to mow down half the Empire's recruits in order to feel like we've properly increased our power.
