I'm no Piccolo main, but I can get the job done with him anyway... at least in Dragon Ball Z Budokai 3.
Dragon Ball Z Infinite World Piccolo is another story. With a terrible movepool and basically no cancels, the only way you can play him is by spamming his Real Time Finisher: Special Beam Cannon.
Did I cheese my match on IW? Yes. Do I regret it? No. IW Piccolo is just that bad. lol
