There is a fix for this outline blur issue. You won't find these settings while in-game, this needs to be done outside of the game and then they'll appear within game specific settings (instead of globally).
What you want to do is go to the page where it shows all your games in NetherSX2. Long press on Budokai Tenkaichi 3, then a drop-down menu will appear, click on Game properties.
Now at the top area scroll to the far right until you're at Advanced Settings.
First thing, you want to scroll down until you see "Hardware Fixes" and directly underneath that turn on 'Manual Hardware Fixes'.
Then, scroll down to "Half-Pixel Offset" and set this to 'Special (Texture)'.
Next, scroll down a tad and you'll see "Skip Draw Start" and "Skip Draw End", set both of these values to 3.
Lastly, scroll down a bit more to "TC Offset X" and TC Offset Y". Set the value for TC offset X to 200, and the value for TC offset Y to 400.
Now you're good to go 👍
