-well first things first, is piccolos base stats are very diverse. in tier 1, he has one of the highest base kis in the game matched by cell and beaten only by no 18. his str looks pretty useless, but piccolos str boost, like i mentioned before, is allocated to give him mixed fighting potential which is a lot more useful in tier 1 than 2 or 3 due to the larger roster and potential traps running into 19 or 20. with his low base speed, he will be moving second compared to most of the cast meaning its better to keep his speed low and only raise it through cards. in his lower tiers, his ki is high enough to damage more durable enemies and his best beam is actually available to him in all forms. the masenko.

-kami piccolos stats are actually very well varied in tier 2 and is one of the 2 forms viable for regeneration builds as he needs str or ki far less than he did before. tier 2 is probably the least threatening because cell 2, adult ss2 gohan, and i feel ginyu goku are the only ones with the stats to beat you down if you dont nerf them fast (not that gotenks or frieza arent threats). of those 3, only ginyu goku has the means to stop or delay this. everyone else is either more predictable, or has stats on par with you by this point.

-king piccolos stats are interesting because he matches up with the ss3 boost resulting in the highest base ki in the game. this tier is actually very dangerous for piccolo because the enemies are either tanky or a lethal god of an enemy to deal with. hp is advised with him, but this is the form id choose to go all in on ki for which isnt a bad choice for the other 2 forms. you want to keep this form alive as a form of tank to soak some hits and deal a comparable damage back rather than a brick wall like his kami forms competition lets him get away with due to tier 2 being much weaker.

this is my surface thoughts on them so far. i like it when a character is viable in more than just 1 way.

because i mentioned ss2 gohan and cell 2, ill just say this. like with recoome, ginyu, 16-18, those 2 and to a lesser extent ginyu goku, do not belong in their current tier
