The new Sonic 3 prototype released today revealed the drop-dash was not first conceived for Sonic Mania. It was actually originally first conceived for Sonic 3 but was then removed!

To activate the drop-dash you need to press and hold up and jump (press up first then jump) - don't release until Sonic hits the ground.
