DSi System Settings on 3DS (Tutorial in Comments) #shorts
So this was discovered how to do 6 years ago, but nobody ever did a tutorial. I figured I'd show a higher quality video of me accessing the DSi System Setting menu on 3DS. Here is a tutorial. (Also yes I know the DSi app involves me screen capturing an emulator but I can assure you that it works.)
What you will need:
Modded 3DS/2DS with FBI installed

Tutorial:
1. Extract the .zip file and move the "shared1" folder to the root of your SD card.
2. Open FBI and go to 'Remote Install' and scan QR Codes
3. Open hshop and select "DSi System Settings (Invisible) (Works After Modifying TWL NAND)" as well "DSi System Settings CTR Mode Forwarder" and install both QR codes. They should appear in your SD card under the 'cias' folder.
4. Go to "SD" in FBI and go to the "cias" folder.
5. Go to "current directory" and then select "Install and Delete CIAS." The app should be installed, but it will not work.
6. Next, go to the shared1 folder on your SD card, and then go to current directory, and copy the entire folder.
7. Go back into the main menu of FBI and go to "TWL NAND" and then say yes when it asks if you want to modify it.
8. Go to current directory and paste the contents.
9. Go to the home menu and it should be working.
*NOTE: It seems like this only works for 3DS, 3DSXL, and 2DS. If you use New 3DS/New 3DSXL, and New 2DSXL, you will still get an error.
*IMPORTANT: Do not access Data Management because then it will corrupt your DS games.
