During my previous playthrough, I figured out that doing Publicize during TV show preparation time will INCREASE current show's Fame and Audience as well. Up to 20 additional audiences.
To obtain this, you have to do Publicize 2-4 times. Even if the Fanbase doesn't change anymore, you will still get extra fame and audience.
