Borderlands 3 is allegedly not launching with Effervescent weapon rarities. The official Japanese borderlands website only lists (Common, Uncommon, Rare, Epic, & Legendary) as the available rarities. As we know with Borderlands 2's last official DLC "Commander Lilith & The Fight For Sanctuary" a new rainbow rarity was added by the name of Effervescent.
