Double rainbows are formed when sunlight is reflected twice within a raindrop with the violet light that reaches the observer's eye coming from the higher raindrops and the red light from lower raindrops.
A full arc double rainbow is somewhat rare and typically occurs early in the morning or late in the day when the sun is at a lower point in the sky and there are light rain showers in the area.
A double rainbow appears when that light doesn't escape the raindrop after the first reflection. Instead, it reflects off the raindrop's surface a second time. The secondary rainbow will always be fainter and more pastel in tone than the main rainbow, though.
