I'm using a ThinkPad x1 carbon gen 9 with Core i7-1185G7, 32GB RAM and 512GB PCI-E 4.0 SSD, and the CPU frequently got throttled when playing Red Alert 3, a game that is some 13 years old. I figured out this solution in Chinese online community and I would like to share it with others who are experiencing the same problem and do not understand Chinese.
The CPU never got throttled after the application of the solution mentioned in this clip when playing the same game under a higher resolution - now it can do 1920*1200.
