The Embassy is used when you join an alliance to check alliance daily quests, help alliance members, and increase the number of troops you can send out as reinforcements and receive from alliance members. The distribution center is where you will see a bunch of quests related to collecting z coins and where you can spend your Z-coins. I hope this helps to curb the learning curve a little bit.
