This achievement mission glitches. If you have farmers [3/3] but the log entry is broken, then it's just broken. I can't help. Ubisoft may patch it one day. If you want to avoid it, try scanning 3 farmer tasks without fast travelling between them. Like, get them all in one day.
If the Woodworkers say [2/3] but you have the log entry, there's nothing to worry about. You can still get the acheivement.

If they're waiting for a mission, you can't scan them.
Ok. With that out of the way...
Use Eagle vision. If the target is gold, you can scan it. You can only scan each activity once. If they're blue, they're not scannable (scanable?).
If there are interactive conversations around, listen to them. They'll block the citizens until you've cleared them (you can skip them, they're pretty boring. Except Lance at the Homestead).
