Despite the wide range of his powers, the pastor seems pretty intent on keeping up the facade of an innocent and humble man. No reason to draw too much attention to himself and get people to snoop around. However, he's rather lazy about dispatching of his victims once he's done with them. I'd think at the very least he'd either let them decompose outside in the elements or bury them in a much more hidden area. Perhaps the tomb blocked off by magical forces? The stories in these games don't often logic very well.
