Go factory with an SMG. Break a limb and wait for the tremor effect. Aim to the head. If you can manage to get a fracture (ideally on an arm so you don't lose health while moving) prior to the raid it's gonna make it easier. You can use painkillers to remove the vision blur, however the pain debuff caused by the fracture will not be removed. Tis what triggers the tremor debuff (hands shake) and it is what you need active for completing the quest.
