TL;DR - someone gave CCP the idea to code in a 35min grace period for fueling service modules. ikr? Like, that's not gonna get out of hand at all...except of course for the nullbears who kissed dev ass.

so. the way it works is that you used to avoid offlining modules and onlining whenever needed because the structure would siphon off 3 days worth just for the pleasure of doing that each time.
now, i suppose with the new core installation they must have decided to give a grace period of half an hour ish from the time you plug the core in, wait 15 minutes, install a service module, and realize..."oh em gee, i might need fuel?"

actually, if you effing think about it, preventing someone from onlining a structure that doesn't have fuel might have clued the n00b in...but no, they have 1/2hr to wander away all happy and might not even realize what the notifications are about low power, and abandoned until it's too late.

oh no, that's obviously NOT was the precious players intended when they suckered ccp into coding that grace period. *rollseyes*

so yeah, two exploits:
1) ability to online a service module without fuel AND be able to actually utilize the service (aka clone jump) for a full 35min
2) sowing total effing confusion among upwell n00bs as to what 'fuel' is for...or even what it is in the first place cuz it's not like it SAYS "upwell fuel block" (fastest way to get n00bs into abandoned state)

i'm sure there's a bunch of other exploits i haven't thought up yet. but, holy exploits, batman!

followup: 3) oh shit, i'll bet you dollars to donuts this works to avoid abandoned state too
