TL;DR - be afraid. be very afraid. okay, not really, but omg it's a little more complicated than you and I imagined/expected.

things i found out, and/or confirmed:
#1. anyone with gunnery access in the profile can 'take control' and offline/online weapons (high/med/low) although why that's even relevant to anything important is beyond me. *shrug*
#2. only the CEO and director of that corp can kick someone out of the gunnery seat.
#3. a corp member with the role 'station manager' can refit to their heart's content (everything that a ceo/director could do but cannot kick anyone out of that seat)
#4. a corp member with the role 'config (starbase) equipment' cannot do anything more than (see 1)
#5. a corp member with the role 'starbase defense operator' can remove ammo & fighters but NOT fuel, nor refit modules
#6. a corp member with the role 'starbase fuel technician' can remove ammo/fighters/fuel, but cannot refit modules
#7. admin/manager access list role is irrelevant to the above (an access list manager/admin of a list added to the gunnery profile of an upwell has no power here...muahaha. sorry, bad allusion)
#8. oh, btw, if you didn't know yet, neutral toons cannot shoot at wartargets in high sec, using the upwell weaponry. ikr? *sniff*
#9. i'm sure i've forgotten something, go watch the entire thing...it's only 11min long ffs.
