If there's one AI fault that remains in Civ VI, it's that the AI will start a war if the player pisses it off, even if it doesn't have much of an army. Then it tries to sue for peace every time it's about to lose a city. But once it has no military, it has no leverage and there's really no reason not to either keep all their cities or raze them. But why leave a rival around without reason?
