There is only one more avenue of major criminality left and it's Organ Trade, a well known body snatcher and butcher is known for kidnapping folks and cutting them up into parts for resale or experimenting on them to create disturbing mutants to wreak havoc on the city as a whole.
It's only fair since you've blown up the drug lords, pimps and wannabe warlords in this city that you take care of this giant Malpractice suit too.
