This is Doc Hoff and his trader caravan who I have given BoS equipment so he doesn't get killed as early

In Fallout 3, if you are in the same cell as the roving trader caravans, they will be active, and so will enemies in that cell. If the caravans comes across a deathclaw, or an albino radscorpion (the list of enemies who can kill the caravan is endless) then they will die, losing you out on a great trader, especially if you have invested.
Because of this, I like to 'beef up' my trader caravans, usually based on the faction my character is roleplaying as, so my BoS character will give them BoS gear, my Enclave character will give them Enclave gear etc. This means from a role playing point of view it looks like your faction is in the world more, and it helps them get killed less.
