This video shows you how to get around the build size limit, if you get the yellow line in the top right hand corner and a message you can't build anymore, you can do this. It's tedious but allows you to get around the limit.

Also make sure you scrap everything in your settlement you don't use, if you have old furniture sitting in houses scrap it and any unused items, old trees, wood etc
