This is simply an idea, if you played Command and Conquer Tiberian Sun i took it's map as reference.

The Preston meme is coming from the blandness of these quests, they are hardly engaging and people rightfully make fun of this design lazyness.

(Example)Now imagine a world which plays around 20 years after the event of FO4, a grand force has overwhelmed most settlements in the Commonwealth. The general now in his 50s has to return to really drive that scum out of the commonwealth for good.
The occupied territories would be much harder to tackle than his usual settlement assignments.

This concept could be savegame based which is easy to do and doesn't require any coding, each settlement gets transformed into an enemy fortress and can be reclaimed. A full savegame has around 70% enemy settlements, the player has an HQ and a few dedicated areas he has to defend.

If the real modding tools are here there is probably a way to expand this even further. with XCOM sytle solider management and attackgroups etc.
Further you could modify the savegame to refelect the outcome of the ending.

This is just a concept, but when i look at FO4 and at the Preston Garvey meme it just shows me that there is need for endgame content, proper things to do than running across the map and killing everything.
