open the console with ` or @ depending on keyboard and then type fov 90 90 for example, this will set the fov of 1st person and 3rd person, 90 alone it just resets but this will make it work, so if you want 90 fov like me just type what i put.

p.s The F4 ini files seem to be read only, this caused my fps issues when changing gfx settings to, make sure you turn off read only so changes stick, this fixed my fps lag in towns by making god rays stay off.
