Normally when you download DLC voice mods that are related to the games stock DLC, the modified voices don't play. Only the stock voices do. The workaround is to extract the files from the BA2's that cover the DLC and replace them with loose files that were extracted, and remove the BA2's from your Fallout 4 install. After doing this, there are only loose files for the DLC's, and it also make any DLC voice mods play correctly.
