Elevator is replaced with stairs. Also there's another, uh... slight modification to the arcology.

This is a challenge based around settlement building, where the player is not allowed to leave Sanctuary once they enter it. Attract settlers with a recruitment beacon, pray they bring some caps along, and hopefully you will eventually build stores and become self-sufficient.
