The reasons why people miss the chance to recruit Tina De Luca is first because the speech check is hard. But, even if you pass the speech check, if you completed the quest the "good" way (by getting Bobby clean), then the quest bugs out and she will not leave.

The console-free workaround for this is completing the quest the "bad" way, by picking a fight with Bobby and killing him after he turns hostile.

If you missed your chance to recruit Tina, don't worry. The Vault Tech Rep shares inventory with her, and Trader Rylee is far superior in terms of inventory. It is pretty cool having two custom traders in vault suits though.
